Community compost space

I've lived in a social housing building which had a compost place on the rooftop garden. It was eventually cancelled. Food waste bins were frequently stolen, compost was often tainted with plastics and inorganics. Maintenance was very labour intensive, with very little outcome / food growth in the end. // While this is a good concept, the execution can often fail.
